A Senate panel wants the Philippine Amusement and Gaming Corporation (PAGCOR) abolished and replaced with the Philippine Amusement and Gaming Commission (PAGCOM).
Three Senate committees–on games and amusement, on finance and on government corporations and public enterprises–heard on Thursday Senate bill 3178.
"Ang essence hindi na mag-ooperate ng casino ang [PAGCOR],” said Sen. Koko Pimentel, chair of the Senate committee on games, after Thursday's hearing on SB 3178.
“I agree with Sen. Recto, that is an anomaly. It should be out of operating casinos or allowing operating gambling facilities, but–instead–regulate the gambling facilities," Pimentel added.
Time is ripe to start the transition from PAGCOR to PAGCOM, because of the impending construction of "Entertainment City Manila," a multibillion-dollar tourism and casino complex, Pimentel noted.
"Entertainment City will be operational February next year, he said. “So I think the bill to abolish PAGCOR is timely given this development."
SB 3178 would privatize casino operations, with PAGCOM just regulating and collecting fees from casinos, Pimentel noted.

The N.H. House and Senate approved a bill that aims to close the video slot machine games that have appeared in Seacoast communities and elsewhere in the state.
There are an estimated 150 to 200 machines statewide.
3D Business Center has about 40 game terminals in Seabrook and about the same number in Portsmouth. If Gov. John Lynch signs the bill into law, both locations could be shuttered immediately if local law enforcement agencies decide they are in violation.
There was broad support in both chambers for the ban.
"To me, it's just common sense," said Rep. Kenneth Hawkins, R-Bedford, who handled the bill in the House. "People didn't vote for wide-open gambling, and that's what this is becoming."

Carl Rohsler leads the British law firm Squire Sanders’s gambling regulatory practice and has worked with a number of international gambling organizations such as PokerStars, PartyGaming, 888-com and Caesars Entertainment.
On Wednesday, Rohsler addressed a conference hosted by the Federation of Indian Chambers of Commerce and Industry in New Delhi on the opportunities and challenges involved in regulating sports betting in India.
“Online sports betting is prevalent in India and is becoming more popular,” Rohsler said in his speech. “So the question is not “should we regulate betting?”, but “how should we regulate it?” In an interview, Rohsler expanded on the issue. Edited excerpts:

It seems as though the crusade to bring regulated online gaming to Schleswig-Holstein has been squashed by the recent state’s decision to revert to the State Treaty on Gaming and to cancel online gaming licenses issued by the previous government.
The state’s new coalition government declared, “it is the goal of this government for Schleswig-Holstein to join in national gaming regulations”.
“The government aims to put in place gambling regulation which is harmonized across all Länder and to join the State Treaty on gambling. The government will examine how the SH gambling law may be repealed without giving rise to compensation claims and how it may be possible to amend the [Schleswig Holstein] gambling law in line with competition law in order to stop the issuing of licenses.”

IGT is the latest name to receive recommendation for an online gaming licence by the Nevada State Gaming Control Board.
The US-based company, which has a substantial interactive business unit, plans to partner with Nevada casino operators to provide online poker to their players.
“This important step will allow IGT to better support our customers as they expand their offerings to their players to include interactive wager based entertainment,” said IGT CEO Patti Hart. “We are thrilled to be at the forefront of this exciting and necessary expansion of gaming in the US.”
The final decision will be made by the Nevada Gaming Commission at its upcoming meeting on June 21.
Fellow games developer Bally Technologies has also received the board’s recommendation.

Intralot has just announced it’s JustBet.co.za has finally gone live. JustBet.co.za was cleared to offer fixed odds sports betting effective June 1st 2012. The recent Gaming Regulators Africa Forum in Dar es Salaam, Tanzania, heard CEO of South Africa’s North West province Gambling Board and chairman of GRAF’s technical subcommittee on illegal gambling, Fortune Sekgaphane, tell attendees that South Africa’s “regrettable” approach to online gambling largely mirrored that of the United States, charging operators with crimes rather than instituting a regulatory framework that permits them to operate. Gambling Compliance, reported that Sekgaphane put forth the argument that legislation should be used as tool to aid states in collecting revenues, not as a club with which to punish operators. Acting otherwise was essentially “disadvantaging your people.”
Statements from Sekgaphane were not agreed with by the National Gambling and Liquor Policy Council, which met in Cape Town recently. It was reported that the council, passed a resolution calling for the development of a clear national strategy for ‘combating and eradicating’ international online gambling operators offering betting options not permitted by current South African law. New rules would give the South Africa’s National Gambling Board powers to rid the country of the illegally offered gambling.
