


Three Senate committees–on games and amusement, on finance and on government corporations and public enterprises–heard on Thursday Senate bill 3178.
"Ang essence hindi na mag-ooperate ng casino ang [PAGCOR],” said Sen. Koko Pimentel, chair of the Senate committee on games, after Thursday's hearing on SB 3178.
“I agree with Sen. Recto, that is an anomaly. It should be out of operating casinos or allowing operating gambling facilities, but–instead–regulate the gambling facilities," Pimentel added.
Time is ripe to start the transition from PAGCOR to PAGCOM, because of the impending construction of "Entertainment City Manila," a multibillion-dollar tourism and casino complex, Pimentel noted.
"Entertainment City will be operational February next year, he said. “So I think the bill to abolish PAGCOR is timely given this development."
SB 3178 would privatize casino operations, with PAGCOM just regulating and collecting fees from casinos, Pimentel noted.

For the second time in recent weeks, moral-conservative groups have urged Congress to crack down on state efforts to legalize Internet gambling, including poker. In a jointly written letter publicized Wednesday, groups from 13 states, including the Pennsylvania Family Council, said that any tax-revenue benefits states hope to derive from Internet gambling will be outweighed by the societal cost of its continued expansion. According to the Associated Press, which broke the story, the groups also pressed federal lawmakers to strengthen the Unlawful Internet Gambling Enforcement Act of 2006 “to ensure its clear intent that the Internet not become a giant online casino.”

The US-based company, which has a substantial interactive business unit, plans to partner with Nevada casino operators to provide online poker to their players.
“This important step will allow IGT to better support our customers as they expand their offerings to their players to include interactive wager based entertainment,” said IGT CEO Patti Hart. “We are thrilled to be at the forefront of this exciting and necessary expansion of gaming in the US.”
The final decision will be made by the Nevada Gaming Commission at its upcoming meeting on June 21.

Gambling Compliance, reported that Sekgaphane put forth the argument that legislation should be used as tool to aid states in collecting revenues, not as a club with which to punish operators. Acting otherwise was essentially “disadvantaging your people.”
Statements from Sekgaphane were not agreed with by the National Gambling and Liquor Policy Council, which met in Cape Town recently. It was reported that the council, passed a resolution calling for the development of a clear national strategy for ‘combating and eradicating’ international online gambling operators offering betting options not permitted by current South African law. New rules would give the South Africa’s National Gambling Board powers to rid the country of the illegally offered gambling.
