South Africa has been experiencing the new world of online gambling in recent months as the activity grows in popularity in the country. Online gambling is still illegal in South Africa although there is no enforcement of the laws currently in place. Regulators are trying to change the laws and make online gambling a legal activity for South Africans.

After a long online gambling payment processing ban, Paypal is opening itself back up to allow bingo sites and online casinos. Paypal's near instantaneous transfer of funds back and forth between accounts, can now again be used in some United Kingdom online casinos and online bingo sites.

In addition to Paypal's return to the online gambling environment, Google is once again accepting gaming ads in the UK. Google is also anticipating the time when online casino ads can once again be taken within the United States.

The legislation would require other safeguards protecting against compulsive gambling, fraud and money laundering and ensuring the fairness of games.

A 10% tax would be collected on all deposits made by players to gambling sites, with the proceeds split evenly between the state and federal governments.

Figures released by Poland's Ministry of Finance this week show that Polish citizens spent the equivalent of over $5 billion on gambling in 2008, significantly up on 2007's figure of $3.8 billion.

And the Poles apparently like slots; revenues from this category of gaming alone have grown 73.2 percent to $2.7 billion.

Twitter's site crashed on Thursday at about 3pm BST due to a "denial of service" attack – thousands of remote-controlled virus-infected PCs trying to contact the site.

Though the site came back up after an hour, the company said it was "continuing to defend against and recover from this attack".

The company's status blog says that: "We are defending against a denial-of-service attack, and will update status again shortly."

(DDOS attacks have become relatively commonplace online, but this is believed to be the first time that Twitter has been targeted. As companies get larger and more geographically distributed, they can handle such attacks because their servers are remote from each other. Twitter however is still comparatively small, with most of its resources in the US).
