When talking to the Associated Press writer Wayne Parry, Peggy Holloway didn’t put an exact figure on how much of a boost online gambling will provide but according to Wells Fargo Securities analyst, Dennis Farrell, the New Jersey online gambling market could be worth $1.5 billion within five years. However, if interstate online gambling laws also find heir way into law that figure may rise exponentially.

Amongst the 12 New Jersey casinos set to benefit the most from online gambling is Caesars Entertainment, which owns the World Series of Poker, while MGM Resorts which co-owns the Borgata, could also see some benefits. In addition, the Atlantis Casino and Hotel was recently bought by online poker giant PokerStars, which may not only boost the ailing fortunes of the casino, but also add its incredible expertise to the state’s online gaming industry.

Up until now, just three states have passed online gambling and poker regulations, but other states are expected to jump on the bandwagon in time and follow suit.

At the February 27 meeting of the WTO Dispute Settlement Body, a representative from Dominica had spoke on behalf of Antigua and Barbados, highlighting concern over the U.S.’s failure to suggest a negotiated outcome to the dispute, and its use of terms such as “theft of intellectual property” and “government-authorized piracy” to describe WTO-authorized retaliation for the U.S.’s GATS violation. According to the WTO Dispute Settlement Body’s account of the meeting:

“In Antigua and Barbuda’s view, the use of such intemperate and dismissive language by the US was a fundamental challenge to the WTO and a reputational assault both on the DSB that had given the approval for intellectual property (IP) suspensions and on Antigua and Barbuda that had sought its right to exercise it. Antigua and Barbuda called on members to defend the WTO’s fundamental principles and to ensure that its rulings are applied equally by all countries despite their size.”

This statement was supported by Trinidad and Tobago (speaking on behalf of CARICOM), Haiti, Jamaica and Barbados.

Groups concerned about gaming addiction want New Jersey rules on online gambling to include protections for compulsive gamblers.

Now that Gov. Chris Christie has signed online gambling into law, the state's Division of Gaming Enforcement is writing specific regulations on how the law will be enacted and enforced.

Jeff Beck at the Council on Compulsive Gambling of New Jersey says online gaming carries special risks.

"It's 24/7; the fact that you can roll out of bed and play; the fact that you're alone," he said, reciting some of those risks. "The fact that you can play under the influence of drugs and alcohol and no one is going to notice."

Beck says the controls he'd like to see exist offline.

"You're in a casino and a pit boss may walk over and say it looks like you're losing control a little bit, maybe you need to stop, maybe you want to take a 10-minute time out," he said.

He'd like to see something like a virtual pit boss -- tools that let gamblers set time or loss limits, or ban themselves from online gambling sites altogether.

Sen. Ray Lesniak, who sponsored the online gaming bill, says that knowing expanded gaming always comes with an increase in compulsive gambling, he included money in the bill for groups such as the Council on Compulsive Gambling.

"We crossed that bridge long time ago," said Lesniak, D-Union. "We have convenience stores selling lottery tickets right across from low-income housing projects. It unfortunately goes along with the territory. What we have to do, though, is provide the means possible for people who acknowledge the problem to come forward to get help."

Lesniak also supports online protections to help limit problem gambling. He says, for now, the regulatory ball's not in his court.

Gerber said that many people don’t realize that there are 280,000 wireless cell towers in the U.S., allowing his company to “triangulate” to ascertain locations. Wi-fi helps to pinpoint even further, he adds – an overall process that he calls “geo-fencing.”

The closer one is to a border, the more verification is used to make sure of the exact location. Gerber said his company has spoken with Governor Christie administration members on a preliminary basis about how this all works.

In the late 1990s, my newspaper gave me a pager – something people under 25 might have to look up on google. It worked pretty well all over the country.

NEW YORK Grammy-winning rapper Tone Loc reportedly collapsed on stage late Saturday night during a performance in Des Moines, Iowa.

Amateur video posted Sunday on the Des Moines Register newspaper website showed several emergency personnel kneeling over a prone body on a stage at the Bridge Bash, a St. Patrick's Day concert featuring Loc and other hip hop artists.

The condition of Loc, who was born Anthony Terrell Smith, was not known on Sunday. A representative did not immediately return a call for comment.

The newspaper said on Sunday that several news staffers attending the event reported that Loc completed a song and then fell onto the stage. The audience was ushered out of the stage area about five minutes later, according to the report.

The singer, whose hits include "Funky Cold Medina" and "Wild Thing," collapsed on stage in Florida in 2009 and in Atlanta in 2011.

Loc burst onto the music scene in the late 1980s. He received two Grammys in 1990 for Best New Artist and Best Rap Solo Performance. He has also starred in more than a dozen movies, including "Ace Ventura: Pet Detective" and "Heat."

From Nevada to New Jersey, states are lining up to legislate their way into the next big billion dollar market – online gambling and mobile real-money casino games and apps.

In the background of statewide efforts to legalize online gaming, efforts to pass a national bill pertinent to the cause are gaining steam. Legislation that opens the door to online gambling in the U.S. could be introduced into the U.S. House of Representatives within weeks.

Recent reports indicate that Senate Majority Leader Harry Reid (D-Nevada) is in the process of building a coalition to support sweeping legislation related to online gambling.

“I think the states’ passage gives some incentive to the federal government to act,” Rep. Joe Barton (R-Texas), author of the failed 2011 online poker bill, recently said in an interview. “Whether you’re for or against Internet gambling… you don’t want 50 sets of state laws. You want uniformity.”

In recent years, proposed federal legislation has only been aimed at the regulation of Internet poker. Other forms of online gambling have remained prohibited.

According to the American Gaming Association, approximately 85 nations have already legalized online gambling with an estimated $35 billion bet worldwide (online) on an annual basis. The AGA projects that the U.S. market will touch $10 billion annually by 2017 (that’s up from $4 billion in “unauthorized gambling” in 2011.)

The European Union has been making little headway in creating a common platform for the online gambling industry. Understandably there is a lot on the E.U.’s political and financial plate but giving the politicians credit they are doing all they can to make Europe a better place. European Commissioner Androulla Vassiliou told the European Parliament in Strasbourg recently that “the European Commission is determined to do "all it can" to help sports bodies and law enforcement agencies to tackle the scourge of match-fixing and corruption in sport”

The Commission is financing five projects to raise awareness about the problem of match fixing within both the sports movement and the public. The Commission is looking at stamping out the corruption of sports and maintain integrity in sports through education and co-operation among European law authorities as well as other non European nations. The five projects mentioned began in 2013, and results are expected by the first half of 2014. All of those involved are working together to achieve synergies and common strategies. Vassiliou said he had been in close contact with Commissioner Barnier, both discussing the problem of match-fixing from the angle of sports betting. In November of 2012, the Commission adopted an 'Action Plan' on online gambling, which included a chapter on the integrity of sport. On 5 February 2013, the European Commission adopted a proposal to review the Union’s Anti-Money Laundering Directive.

Vassiliou continued to say, The Commission has determined that the gambling sector is vulnerable to money laundering, so the Commission has proposed to broaden the scope of the Directive beyond casinos to cover the whole gambling sector. Given the evolution of money laundering risks, it is important that the EU framework is able to respond in a robust but flexible way. Vassiliou is definitely making sense and has everyone thinking these efforts are positive and much needed. Everyone involved in sports is hoping the effort is enough to curb the corruption of sports everywhere.

A Louisiana state representative wants fellow legislators to analyze the prospect of Internet gaming in the state.

Citing recent legalization in Nevada, New Jersey and Delaware, Rep. Mike Huval asked the state’s House Committee on the Administration of Criminal Justice and the Senate Committee on Judiciary to report on their findings before the 2014 legislature.

“Louisiana has the potential to benefit economically by legalizing Internet gaming,” Huval wrote, pointing out that the gaming industry has brought in $14.3 billion in revenue to state coffers over the past 23 years.

The joint committee will look for input from the governor, the Louisiana Gaming Control Board, the office of state police gaming division, the gaming division of the office of the attorney general, the gaming industry and others, Huval’s resolution states.

Perhaps the biggest hurdle in Louisiana, which Huval points to, is the fact that “gambling by computer” was made a crime in 1997.

But Huval also notes that since that since Louisiana’s anti-computer gambling law was passed, “many websites exist where Louisiana citizens can participate in Internet gaming activities,” and “both technology and the use of the Internet have flourished, resulting in the ability to conduct gaming activities through the use of a computer or mobile device.”

Huval’s resolution states that sites based outside of the US have “no safeguards regarding the integrity of the games or protection of those persons who wager on those games,” while Louisiana gaming has been “strictly regulated … to promote economic development and protect the citizens of the state.”

The Bayou State is the latest in a series of states to consider legalizing online gaming since the Department of Justice relaxed its stance on interstate gambling. While Nevada, New Jersey and Delaware quickly worked toward legalization, the process has proved much slower in states like California, New York and Illinois, which could attract millions of players.

Louisiana is home to more than 20 casinos, including the land-based Harrah’s New Orleans and several riverboat casinos across the state.

Justin Bieber was shown the door by one of the most prestigious hotel in Paris, owing to his bad behaviour, it has been claimed.

The 19-year-old pop star had checked himself into the fabled Hotel Le Meurice - an historic institution in Paris used by royalty and top actors - on Sunday.

The teenage icon booked seven suites on two floors for him and his vast entourage, at a reported cost of six figures.

But within a few hours since he checked in the hotel, hundreds of fans began to amass outside and even inside the lobby.

Jean-Marc Morandini, a TV and radio showbusiness presenter in Paris, wrote on his blog, “Justin Bieber has just been kicked out of the Meurice Hotel in Paris

He said that it was a decision that was taken by the luxury hotel’s management because of his attitude in the establishment, and because of the nuisance caused by the presence of his fans around the buildings, Sky News reported.

An insider at the hotel said that the noise inside the hotel had become “intolerable."

The source said that there were kids everywhere screaming and shouting, and the other guests just didn’t like it.

The source added that Bieber was clearly encouraging his fans, which is something he just has to do.

Bieber - due to perform at the Palais Omnisports in Paris-Bercy on Tuesday night - was later seen checking into the equally luxurious Mandarin Oriental Hotel in Paris.

New Jersey became the third U.S. state to legalize online gambling in February, joining Nevada and Delaware. The legalization has the potential to open up a new, huge market for gambling firms, and according to analysts Europeans that look set to gain.

Chris Christie, governor of New Jersey, signed a bill last month allowing Internet poker and casino operations after several years of restrictions imposed by the Unlawful Internet Gambling Enforcement Act of 2006.

The turnaround for the U.S. gambling sector has been big news for European firms, who have recently announced a series of tie-ins and partnerships with the U.S. market in mind.

"The potential for the U.S. gaming market is huge," a spokesperson for Gibraltar-based online gambling company 888 Holdings told CNBC-com.

"888 is able to offer bricks and mortar casinos with the perfect platform to launch their brand online, once all regulations are in place."

888 became the first non-U.S. operator to be recommended by the Nevada Gaming Control Board to the Nevada Gaming Commission for the approval of an interactive gaming license, and prior to being given the boot in 2006, around half of its total revenue was from the United States.

Deals with U.S-based gambling firms Caesars, WMS gaming and Avenue Capital have all been announced by 888 Holdings, which hopes that the deals will open the door to more business in the U.S.

Fellow European gambling firm bwin.party has a partnership with MGM and Boyd Gaming from the United States and U.K.-based William Hill has also dipped its toes into the prospective market with a deal to buy out Playtech, its joint venture partner, and a 460 million pound ($695 million) joint takeover of Sportingbet.

Shares of 888 Holdings hit their all-time high in April 2006 at 240 pence but fell below 30 pence during the European debt crisis of 2011. The stock has now bounced back, currently at 160 pence a share. Panmure Research sees limited upside in the near term but is telling investors to hold on to the stock.

"The group is well positioned in the U.S." it said in a research note. Panmure is more bullish on bwin.party which it says is trading lower than the sector average based on enterprise value/EBITDA (earnings before interest, taxes, depreciation and amortization).

It maintains its "buy" rating on the stock and sees its price rising to 176 pence from its current price of near 150 pence a share, implying an approximate 16 percent potential upside.

"Although Nevada and Delaware have both passed online gaming regulation, (New Jersey) is a key state given its size and the fact that it has permitted casino as well as poker. California will probably be the most important state to watch in the medium term although we don't expect regulation to be passed before (year-end 2014). Seven other states also have ongoing draft regulation," Citi wrote in a research note after news of Governor Christie signing the bill.

Citi said that New Jersey is worth 6 percent of the earnings per share of bwin.party in a state of which the size and relative affluence suggest it could be a 320 million euro ($414 million) market in its first year. Crucially, however Citi said the expansion in the U.S. is already priced into its shares.

"We expect other states to eventually follow (New Jersey) resulting in a patchwork of regulatory frameworks (like Europe). Our bottom-up analysis suggests that the U.S. market could be worth 7.9 billion euros by (year-end 2018). We think bwin.party can capture (approximately) 15 percent market share which with margins of c.15-20 percent would be worth 53 (pence)," it said.

But it is likely to benefit from New Jersey’s decision earlier this month to legalise casino and poker.

Optimal Payments has an agreement with the interactive business of Caesars Entertainment, the Las Vegas-based casino operator, and said it was in talks with other land-based gaming operators.

Joel Leonoff, president and chief executive, said he expected to see the impact of US online gambling reguation in 2014. “We think 10 states will offer entry to gaming,” said Mr Leonoff, predicting California would be next to legislate.

He also believed there was renewed enthusiasm for a federal bill on online gambling, an outcome he described as “the holy grail for gaming”.

Mr Leonoff, previously chief operating officer of PartyGaming, now known as Bwin.party, said he did not believe the company’s previous prosecution in the US would affect Optimal Payments’ planned re-entry.

“There are different levels of compliance required for suppliers versus merchants [operators]. Merchants have a much more onerous regulatory requirement to adhere to,” Mr Leonoff said.

Neteller’s brush with US prosecutors prompted the company to look to shift the balance of revenues from gaming to non-gaming.

The balance is now 60:40 in favour of gaming revenues, but Mr Leonoff said he believed the company’s renewed push into the US gaming market would not affect that ratio. Revenues for the year to December 31 grew 40 per cent to $179.1m, while earnings before interest, tax, depreciation and amortisation grew $10.1m to $27.6m.

The group converted a 2011 pre-tax loss of $26.2m into a pre-tax profit of $3.6m.

Most of the revenues come from Netbanx, which earns fees from processing online transactions. The Neteller e-wallet business, which enables customers to store money, achieved a 37 per cent increase in second-half revenues, the first sustained increase in revenues since the exit from the US in 2007.

The Neteller name “still has a very valuable, well-regarded reputation” in the US, Mr Leonoff said.

Shares were down 1.5 per cent to 164.5p.

The understanding in various States in America about online gambling and its consequences is not equal by any means. While some jurisdictions in the USA are progressing there are others that want nothing to with internet wagering. Hawaii just tried once again to have the subject debated only to see the proposition thrown out almost immediately. Illinois permits selling lottery tickets and placing of bets on horseracing, with online facilities but the bill passed by Senate President John Cullerton last year, which called for the legalization of internet wagering has not progressed at all.

To date, even previous supporters of the move to legalize online gambling in Illinois, are looking closely at the potential problems and complexities that online gambling can present. Areas that concern the legislature lawmakers are the usual ones such as age verification and location determination. Casino operations and online poker require sophisticated systems for geolocating and age verification, technology the industry has perfected. Also on the list for debate is the problem gambler and the infrastructure required to help the people with the compulsive gambling bug. It is obvious that Illinois officials are not up to speed when it comes to introducing online gambling and that more research and convincing must take place before internet wagering beyond horse racing and lotteries is introduced.

The officials in Illinois may be playing the wait and see game watching how other states such as Nevada, New Jersey and Delaware handle the issues mentioned. The State of Nevada is still working out the technical aspects and policies regarding the legalization of online gambling. Nevada is working at understanding the complex nature of the internet gambling industry by sending delegates to Europe and the United Kingdom where online gambling has been regulated and controlled for years. Learning from the mistakes of other jurisdictions is a wise approach to the legalization in the USA and will create a professional platform from which to begin.

Accusing her former husband James Yap of overstepping his boundaries and of attempting to seduce her while visiting her home, and of inflicting psychological harm on their son James, or “Bimby,” actress and TV host Kris Aquino has filed a temporary protection order (TPO) from a Makati City court.

The TPO will be good for 30 days from its issuance, although after a hearing, the petition also asks that the protection order be made permanent.

“Protection orders” are a provision of the law against violence against women and their children to protect victims of domestic violence from further harassment or harm by their spouses or partners.

In the petition, Kris asked the court to order Yap to stay away from her, her 5-year-old son Bimby and any household member, keep a distance of at least 100 meters, and to stay away from her residence, school, place of employment or any place frequented by her and her son.

As detailed in the petition, during a visit to Kris’ condominium unit last December to pick up his son as part of his twice-weekly visitations with Bimby, Yap entered his former wife’s bedroom and made “overt sexual advances,” which Kris vigorously resisted, provoking Yap to “utter mean and malicious statements” in the face of rejection.

The petition cited that James acted “as if he was still entitled to his matrimonial rights,” even if they are no longer married, forcing himself on her in full view of their son.

Horrified by the scene, which was followed by a heated argument, Bimby told his father to leave the room and to “stop hurting” his mom, the petition added.

The petition also mentioned that Bimby had even positioned himself between his parents, and begged his mother to “tell him to go away.” Since then, the petition said, the 5-year old has exhibited signs of being highly upset and agitated whenever he is in his father’s company or when he hears his voice on the phone.

“The physical, sexual, emotional, psychological and moral harm and injury foisted (on that day) was occasioned by the unfettered access of respondent Yap on the household and persons of the petitioners,” the petition noted.

Kris and James’ marriage was finally deemed annulled last year, with a settlement of several properties and a “hefty sum” going to Yap. The petition also states that despite the grant of twice-weekly visitation rights to the professional basketball player, Yap showed hardly any interest in seeing Bimby, getting together with the boy for a maximum of 10 times in a year.

Kris is represented by counsel, the law firm Chavez, Miranda, Aseoche, headed by former Solicitor General Frank Chavez.
