On Dec. 28, the Tribune's Bill Ruthhart reported that the 2012 bill, with five new casinos plus slots at six horse tracks, would do more to boost casino profits and increase revenue for local governments than to shore up state finances. Projections Ruthhart had requested from the state's nonpartisan Commission on Government Forecasting and Accountability showed that while an expansion of that magnitude would double the gross revenues of casinos and the taxes they pay to local governments, state government's total take would increase by a paltry 19 percent. That's largely because, in order to pass their big bills, the sponsors lard them with tax cuts, tax breaks and other costly giveaways.

As part of his deception, Ma took steps to ensure he wasn’t recognized by previous colleagues and even changed his appearance to look like an old man, complete with dusty white hair, wrinkles and fake spectacles. Ma Siu Hong even covered his fingers with plasters to avoid leaving prints.
However, his con was found out and following his arrest Ma Siu Hong pleaded guilty to a number of different charges, including trespassing, posing as a dealer and acting without a licence. Summing up the case, District Judge Low Wee Ping said: “You disguised yourself. You even put powder on your hair, I suppose, to show that you were an aged or senior person. I am also surprised that it is so easy for you to enter the casino, and I hope that the establishment will improve on the security.”
The judge said he deemed the 6 month sentence and $5,000 fine as necessary to act as a deterrent. However, things could have been worse for the would-be-impersonator, who could have faced up to three years in jail, as well as a a $25,000 fine.

The state of Louisiana has released its casino gambling results for the whole of 2012, revealing a slight increase in revenue to $2.4 billion compared to the $2.37 billion taken in 2011.
Breaking the figures down further, throughout 2012 Louisiana’s land-based casino Harrah’s New Orleans generated $338.9 million in revenue, the riverboats $1.6 billion and the state’s four race track casinos $405 million.
The southern state also managed to close out the year on a good note with land-based casino Harrah’s New Orleans winning $34.7 million in December, up from the $32.1 million taken in the same month last year. In addition, Louisiana’s thirteen riverboat casinos generated $143.5 million in December compared to the $138.6 million taken for December 2011; while Louisiana’s four horse racing tracks generated $33.2 million in slots revenue up from $31.2 million in December 2011.
However, the improvements were not uniform throughout Louisiana with the Baton Rouge riverboat market recording a 52% rise in revenue to $22.9 million compared to December last year. This was mostly due to the addition of a third casino, the L’Auberge Baton Rouge, which raked in $11 million during December. At the same time, Hollywood Casino saw its revenue drop by 27.8% to $7.1 million, and The Belle of Baton Rouge fell by 6.2% to $4.9 million.
Overall, though, it is believed that the L’Auberge has helped grow the entire Baton Rouge market, although it is as yet unclear whether the extra customers are coming from the American Indian casinos or the Mississippi Gulf Coast casinos.
In other areas, the New Orleans riverboat market remained fairly flat year-on-year; Lake Charles was down nearly 2%, while The Shreveport-Bossier market was also down by 3.7%.

The American Gaming Association issued a revised code of conduct Tuesday that expands the responsible advertising section to include social media and Internet promotions.
CEO Frank Fahrenkopf says that the 10-year-old ethics code needs to adapt along with the industry. The update acknowledges that casinos now use email and online communication to market to gamblers.
Among other things, the code demands that casinos refrain from advertising to children and from appearing to guarantee success. It also states that advertisements should include a toll-free help line and stick to accepted standards of good taste.
