The Ontario Lottery and Gaming Corp., wants a new gambling facility in Ottawa and it’s open to anything from a downtown casino to an expanded Rideau Carleton Raceway, according to newly released documents.
To gauge interest in its expansion and modernization plans, the provincial agency has released a “request for information,” asking companies interested in building casinos and other gaming halls to get in touch with their ideas.
The corporation proposes 29 zones in Ontario where it’s open to putting casinos or other gambling sites. Ottawa has one, covering most of the city from Kanata to beyond Cumberland — as far as Rockland. Somewhere in that district, OLG is open to a facility with as many as 2,000 slot machines, up from the 1,250 now housed at the rural racetrack on Albion Road.
The provincial government thinks the track and a handful of bingo halls isn’t enough for Ottawa. “We have huge underserviced markets i.e. Ottawa i.e. Toronto, not to mention other areas in the province where the modelling shows that people (who) live in one community are forced to travel 20, 30 kilometres to access gaming,” Finance Minister Dwight Duncan said in Toronto. “It is about serving customers where they want to be served.”
OLG’s documents confirm in writing what the agency has said in the past: There’s room for one major gambling facility in Ottawa and if a new one opens, it’s the end of OLG slots and tables at the raceway.
Other zones in this part of the province cover Kingston and Gananoque, Belleville, and Peterborough. Toronto and its immediate suburbs have four.
It’s still an early step: OLG is just asking potential casino operators what they think of its plans — of the gaming zones it’s laying out, of the model for sharing revenues (OLG takes everything and then gives the operators and host municipalities a cut), of how the agency will be both a practical partner and a regulator. The next step is choosing shortlists of casino operators and then formally asking for their proposals as early as the fall.
City councils will get to decide whether they want new gambling halls, with their decisions informed by the fact they’ll get a cut of the take; the City of Ottawa gets about $3.4 million a year from the slot machines at the Rideau-Carleton Raceway and OLG says that will go up if Ottawa approves a full-blown casino.
They’ll have another temptation, too: Becoming casino landlords and dipping into the gambling revenue that way.

Big numbers are being kicked around for the rent that city could pull in from a prime city-owned spot, such as Exhibition Place (up to $75 million), but its city council has asked for a staff report on the possibilities that won’t come back until October.
The same zone that covers Toronto’s waterfront is broken into smaller pieces that include big chunks of suburban Markham and of Mississauga, so Torontonians may get a casino even if Toronto itself doesn’t want it.
In Ottawa, the initial welcome from city council has been warmer — many councillors see the fact there’s a big casino in Gatineau but only the racetrack in Ottawa as a major blunder that they want to fix so that Ottawa gamblers’ money stays in Ontario. The talk has been much more about whether a casino should be downtown or at Scotiabank Place or at the race track, rather than whether Ottawa should have a casino at all. But still, if city council rejects the possibility, Rockland beckons.

Councillors have informally rejected the idea of adding a casino to Lansdowne Park and the National Capital Commission isn’t likely to want one on LeBreton Flats, but the city-owned Bayview Yards just to the west might have some appeal. Watson said the tour of potential city-owned properties will be comprehensive, including even Arts Court, where a $40-million redevelopment plan is still taking shape.
Many have pointed to the Rideau Centre as an attractive place for a downtown casino: the mall has a parking lot at its northeast corner its owners have long talked about expanding into, and city council recently decided to put a light-rail station in the perfect spot to serve it. There also could be an opportunity to build a new hotel that many say is needed to serve the expanded Ottawa Convention Centre.
Rideau Centre general manager Cindy VanBuskirk said any decision about adding a casino to the mall wouldn’t be up to her — the Rideau Centre is owned by corporate real-estate giant Cadillac Fairview, a wing of the Ontario Teachers’ Pension Plan — but was lukewarm on the idea at best.
“Our expertise is in the retail business,” VanBuskirk said. “We’re experts in the retail business and our interest is in enhancing the retail experience at Rideau Centre.”
As far as she knows, there’s been no talk at all about doing anything with the site other than expanding the shopping mall, she said.

Gov. Jerry Brown has moved a Northern California Indian tribe one step closer to building a casino about 50 miles north of San Francisco.
The Democratic governor signed a compact in March with the 1,300-member Federated Indians of Graton Rancheria, which intends to build on 254 acres in Sonoma County.
The Senate and Assembly voted by wide margins earlier this month to pass a bill ratifying the compact, and Brown signed it into law Thursday. The agreement allows for 3,000 slot machines and card games.
The tribe would pay the state $1.4 million a year for costs related to regulating gambling and assisting problem gamblers. A portion of the winnings also would go to the city and county.
The plan now goes to the U.S. Department of Interior for approval.

Ohio's casino commission has a way to help problem gamblers from giving into temptation by allowing them, and anyone else, to ask the commission to ban themselves from any of the four casinos opening in the state.
People can ask to be excluded for a year, five years or life.
The new state program, which is similar to those in 15 others states, makes it a crime for those who volunteer to be on the list to enter. Those who are caught inside a casino will be charged with trespassing and forced to forfeit any of their winnings.
So far, only one person has been placed on the list and 10 others are awaiting approval, The Akron Beacon Journal reported Sunday. The casino commission thinks between 5,000 and 10,000 people will participate.
"It's a wonderful thing knowing that it's illegal to step foot in a casino," said Justin Gale, a Mayfield Heights resident who quit gambling last year and was the first Ohioan approved for the "Voluntary Exclusion" program.
To be placed on the list, people must apply in person with the casino commission. Once approved, the commission shares the person's photographs and physical descriptions with the casinos. No one is allowed to sign up someone else.

The Court of Appeal today threw out an appeal by Gold Coast property developer Harry Kakavas, who claimed that Crown took advantage of his pathological gambling addiction to lure him to its gaming tables.
The three judges upheld an earlier Supreme Court decision that Crown did not take advantage of his disability by persuading him with cash gifts and the use of a private jet to come to Melbourne.
Appeal judge Justice Phillip Mandie said it was alleged Mr Kakavas suffered from a pathological gambling addiction, which was a special disability which stopped him from controlling the amounts of money he wagered.
Mr Kakavas said that between June 2005 and August 2006 he visited Crown on 30 occasions, turning over $1.479 billion at the baccarat tables.
He would bet six figure sums on a single hand and as a result won and lost vast sums of money.

These are among the issues Texans will get to weigh in on when they head to the polls to cast ballots in the May 29 primaries.
In addition to voting for candidates for office, Republicans and Democrats will be asked a series of issue questions to help party leaders gauge how to handle some high-profile subjects.
"We want to see where our voters stand and show lawmakers that Texans are paying attention to the draconian Republican policies that are negatively impacting our schools," said Rebecca Acuna, a spokeswoman for the Texas Democratic Party. "The results will give us a measurement of how our primary voters feel on these issues."
Texas Republicans will weigh in on five issues; Texas Democrats on three.

Police raided an internet café suspected of housing an illegal online gambling operation. The establishment, called the Internet Sweepstakes Café, and others like it have been popping up all over the country according to authorities. This is the first one in the Philadelphia region.
Lawmakers say businesses like it are skirting gaming laws, while operators say they are doing nothing wrong.
Philadelphia police officers say they spent a month and a half in an undercover investigation into the Internet Sweepstakes Café at 24th Street and Oregon Avenue.
"The customers came in, they had United States currency, they paid to get credits on a computer and then gambling was taking place," according to Lt. Ray Evers of the Philadelphia Police. "If they won, they actually received cash that day."

The House Gaming and Parimutuels Committee cleared House Bill 333 for floor debate after hearing assurances from industry experts about the security of online gambling and the controls available to keep underage residents from accessing online games.
Some Republicans on the committee, however, expressed continuing concern about security, and said they’re worried Delaware’s horse racing industry will not reap the benefits it should from new gambling ventures.
Industry representatives who have worked in Europe, where online gambling has been legal for a decade, said the systems used to verify a gambler’s identity over the Internet are nearly foolproof.
