A long-awaited proposal to open Kentucky to casino gambling could be introduced in the state Senate within days.

Democratic Gov. Steve Beshear said Wednesday he has reached an agreement with state Sen. Damon Thayer, R-Georgetown, on the wording of a proposed constitutional amendment. Thayer, who supports casino-style gambling as a means to generate revenue for Kentucky's thoroughbred industry, will sponsor the measure in the Republican-controlled Senate.

"We will spend the next few days laying the groundwork for its introduction," Beshear said in a statement. "We are hopeful that our senators will give this bill the full consideration it deserves, since repeated polls show that Kentuckians are demanding an opportunity to vote on this issue."

Beshear has been pushing for years to allow Kentuckians to wager on more than horse races in the Bible-belt state. He wants to lift the constitutional ban on casinos in hopes of keeping money in Kentucky that is now being gambled in neighboring states.

If lawmakers approve a constitutional amendment, it would be placed on the ballot for voters to ratify or reject in November.

Martin Cothran, spokesman for The Family Foundation, said he believes the measure will ultimately fail.

"Support for the gambling legislation is collapsing faster than a ten dollar tent in a hurricane," Cothran said in a statement. "They didn't have the votes to begin with, and now what little support they have is deteriorating by the day."

Gambling proponents have been at odds over whether to propose a simple constitutional amendment or to describe precisely how many casinos would open and where.

"I think a lot of people are just fed up with the infighting and lack of action and want to move on to other things," Cothran said.

Beshear's gambling push has been complicated by a bitter partisan fight over legislative redistricting. He had said in December that he was confident a bill would be filed during the first week of January.

The state's horse industry, hoping to cash in on casino gambling, wants to use some of the proceeds from gambling to increase racing purses at Kentucky tracks to draw more horses into the state.

Sen. Tom Buford, R-Nicholasville, said gambling proponents have been weighing differing proposals. One would call for two free-standing casinos and four to be tied to existing horse tracks. Another would be more general, designating no particular number of casinos or locations for them.

The gambling issue has lingered since Beshear's 2007 gubernatorial campaign. He ran on the promise to expand gambling opportunities in the state but so far has been unable to fulfill that promise. He was re-elected this year in a campaign that included the same gambling pledge.

The governor insists that Kentucky is losing hundreds of millions of dollars to neighboring states that allow casino-style gambling. He said Kentucky could recapture some of that money for needs within its borders by offering the same kinds of gambling here.

Online gambling specialist Playtech (LON😋TEC) says it is encouraged by potential opportunities on offer in the US as it unveiled a strong Q4 performance.

It came in a wider trading update, in which the firm said it was confident of its role in the changing regulatory landscape and reported increased revenues.

Before Christmas, the US Department of Justice announced its ban on online gambling now applied only to sports betting, paving the way towards legalisation.

"Playtech is preparing itself for each and every market to help its customers and partners make the most of the changing regulatory landscape and invest into those to certify its products," said the company's chief executive Mor Weizer today.

Total revenues for the three months to December 31 were up 89 per cent compared to last year, at €69.6 million, while gross income for the period increased 79 per cent to €78.4 mln.

Casino revenues were up 13 per cent in the quarter to €32.8 million, while poker revenues decline 2 per cent to stand at €5.5 mln. Elsewhere, Bingo revenues were up 9 per cent to €4.1mln and Videobet rose 22 per cent to €2.7mln.

The firm's acquisition of sportsbook developer Geneity will enhance the groups' capabilities, it added, providing an important entry point for many operators in newly regulated markets.

Playtech also revealed that it had agreed joint ventures with South African gaming firm Peermont and German gaming group Merkur-Gauselmann.

Weizer said: "Playtech has again delivered a robust fourth quarter performance. As a result, the board is very comfortable with market expectations for the year ended 31 December 2011 and looks forward to 2012 with confidence.

"Growth from our existing business has created a solid platform for 2012. Taken together with today's other announcements, I believe Playtech is well positioned to take advantage of market opportunities wherever as and when they appear.

"It is clear that there is continuing momentum towards regulated gaming in Europe, with Denmark recently launched in regulated form, and both Spain and Belgium due to regulate this year."

Deadwood gambling revenues dropped 5 percent in 2011 according to state figures, though some casino operators said it could have been more but aggressive promotions and free play softened the blow.

Casino slot and table game revenues totaled $100.9 million in 2011, down from $106.2 million in 2010, despite upticks in the final three months, according to South Dakota Commission on Gaming figures. December revenues increased more than 3 percent to about $7.2 million.

Free play, such as a $100 credit for a birthday or $20 promotional gambling dollars, is included in the revenues. That is a point of contention for casino operators, who say free play should be removed from gross revenues figures.

Business has slowed in part due to the economy and a statewide smoking ban enacted in November 2010, said Caleb Arceneaux, chief executive officer for ISIS Hospitality, which manages Cadillac Jack's Gaming Resort and Tin Lizzie Casino & Restaurant. To offset the downturn, Deadwood casinos have passed out free play more liberally.

"It's a great time to be in Deadwood. We are all being very aggressive in going after your business," Arceneaux said.

If a player is handed $100 credit with no cash value and spends the money in the casino, it is reported as revenue. If more was handed out to attract players in 2011, Arceneaux said the free play may have inflated the numbers. Exactly how much is unknown unless legislation or the Gaming Commission changes how the numbers are reported.

Ken Gienger, general manager at the Celebrity Hotel, estimates free play could skew the numbers by about 10 percent.

"My take is when the state finally allows us to break those numbers out, we can understand it a little better," Gienger said.

In addition to reporting the promotional dollars as revenue, casinos are taxed on it. Four Deadwood casinos are suing the South Dakota Department of Revenue for requiring them to pay taxes on promotional dollars.

Sen. Tom Nelson, R-Lead, is sponsoring a bill to increase the maximum bet in Deadwood from $100 to $1,000. He said doing so is one small way to recover lost revenue. That bill would affect table games, where casinos only get about 9 percent of revenues.

Nelson said he expects casinos to generate less money next year as well, due largely to the smoking ban and economy. Larger casinos will have the resources to build heated patios for smokers or offer free play, but small operations will suffer most.

"It is very likely the small operators will be forced out because they can't compete," he said.

Arceneaux said the last few months, in which casinos posted year-over-year gains, indicates the Deadwood gambling industry is figuring out how to handle the smoking ban.

"I think with time people will get used to it," Arceneaux said. "We are going to look for ways to make our business more appealing."
