Partizan clearly cannot find their game and it will probably take some time before they do. Bayern look good and have strong defenders who perform well in difficult moments. Voigtman and Bokeris are in good form. For me, it's a 50/50 game and if it wasn't for Partizan's home arena, I would pick Bayern. However, with the current handicap, it seems safer to choose them.
