Stealing the blinds

Late tourney is the only time stealing the blinds is a big factor. But one must be careful here. Some things to take into consideration are: your position and the opponents stack sizes behind you. Tight players are also good to "steal" the blinds from. At what level of bb/stack level is it almost mandatory/necessary to go after the blinds?
If you wait to long your short stacked and it's allin or fold and too soon the blinds aren't worth the risk.
