With software that blocks certain websites, that just sounds ridiculuos. Software can always be blocked or hacked in some way or the other. If they really want to block access to certain websites they should put pressure on Chinese ISP's (Internet Service Providers).

After a crackdown from the Chinese authorities preventing access to inappropriate websites it could become possible that access to online gambling sites will also be blocked. Google has now been reprimanded three times for allowing access to blocked websites.

Online gambling is prohibited in US, so it's not as simple as censorship.
