Banks are becoming kind of sticky when it comes to credit card use. The biggest issue banks have is with a process they call chargebacks. The chargeback mechanism exists primarily for consumer protection and people who use the chargeback facility on their credit cards can cost the banks some serious money.
A consumer may initiate a chargeback by contacting their issuing bank, and filing a substantiated complaint regarding one or more debit items on their statement.
The threat of forced reversal of funds provides merchants with an incentive to provide quality products, helpful customer service, and timely refunds as appropriate. Chargebacks also provide a means for reversal of unauthorized transfers due to identity theft.
All of these issues and more cause the banks enormous difficulties that they must endure in order for the process to remain fair. The recent news headlines referring to the processing of online gambling financials in the USA and how the banks and credit card companies are refusing to allow their credit to be used for gambling transactions is an example of the real cost factor in providing banking services and credit.
J.P. Morgan Chase, Wells Fargo, American Express all of these credit card providers won’t allow the use of credit or debit cards to deposit money into online gaming accounts including online poker and sports betting in Nevada.

Steve O’Halloran, Director of public relations and public affairs for Chase Card and Merchant Services stated, “We don’t allow credit card transactions for this activity,”
A spokeswoman for American Express, Sanette Chao, echoed the comments of other financial services companies saying, the company “prohibits the use of the card for gambling services.” Chao added, “Gambling services, historically, account for a high number of card member credit losses and customer service disputes,” There it is the ‘chargeback' and there are still alternatives for the processing of online gambling in the USA.

Seinfeld is now 59 and has nothing left to prove. But he remains a stickler for detail - such as when he huddles with an editor a few minutes later to tweak the music accompanying a shot of the car (a 1949 Porsche 356/2) he and Leno will share.

Even so, the flavour of each episode is insistently no-frills, candid and off-the-cuff.

Seinfeld says he never prepares for a taping.

"Things just occur to me. Like asking Howard Stern to tell me how his life ends, what he's doing in that last moment.

"He seemed like a guy who's really afraid of death. So I wanted to ask him about it."

Unsurprisingly, Seinfeld mostly focuses on comedy with each guest. Welcome to his world.

"At least 50 per cent of the waking life of every comedian is gossiping and analysing with other comedians about comedy.

"Comedy is a very mysterious profession, so we're always trying to figure it out.

"This show is a little bit of a valentine to a certain subset of humanity," he goes on, winding up for a Seinfeld-esque riff that, even on the fly, spins out humourously.

"I wanted to put a few comedians into this one petri dish - that's what this show is - 'cause you got to get them in the wild. If you're going to study a species, you got to study them in the wild, otherwise the experiment is tainted! The evidence is tainted!" In the untainted back-and-forth that results on his show, Seinfeld proves to be an excellent audience, clearly enjoying each guest's bons mots as much as he enjoys delivering his own.

Fine, but how competitive does Seinfeld feel in the company of another comedian?

"Zero," he declares, and flashes a quizzical smile: "I haven't done well enough?! But even if I hadn't," he adds, growing serious, "no, I do not have that gene."

And yet, as you watch Seinfeld matching wits with a guest, it's not hard to imagine he's on high alert for any fresh idea embedded in the banter that, with just the right tweaking, could end up in his act.

You bet, Seinfeld nods.

"That's my whole life," he says. "That's every single second of my life."

As most of the companies involved are quoted on the stock market and have benefited from investor enthusiasm about the US market potential, there will be many eyes glued on the results.

The regulatory figures produced by the DGE are shockingly detailed compared to their European equivalents. A complete breakdown by casino, and by game is publicly available, and the internet gaming numbers are expected to be no exception—all will be bared.

The latest figures to come out of Nevada show that the big gaming companies lost $1.35bn in 2013. New Jersey Governor Chris Christie will also be on tenterhooks, as the early numbers will indicate whether the gamble he took to liberalize online gaming in order to boost tax revenues in the state has succeeded.

For today, success will not be measured by traffic statistics—investors will get to judge on cold, hard revenue numbers.

The new UK Gambling (Licensing and Advertising) Bill has taken another step forward after it was confirmed that it is to undergo further examination in the House of Lords.

Yesterday, the House of Lords began a committee stage of the bill, a process in which it will be examined in detail. Despite the lengthy line-by-line examinations process, the government said that the bill is still on track for implementation before the end of the year.

If approved, the legislation would require all online gaming companies in the UK market, regardless of where they are based, to hold a UK Gambling Commission licence. The current system only requires UK-based companies to hold a licence, while those located outside of the UK are regulated by the jurisdiction in the country that they are based.

The new reforms would demand that all online gambling firms operating in the UK pay a point of consumption tax, an amount that currently stands at 15% of gross gaming revenue.

The new proposals would also require companies based outside of the UK to inform the UK Gambling Commission of any suspicious betting behaviour that involves UK customers.

The bill first came to light when it was granted a first reading in the House of Commons on May 9, 2013. The new bill was granted a second reading on November 5 and as later the subject of two debates in the House of Commons on November 12 and 19.

After third reading in the Commons November 26, it was passed on to the House of Lords a day later for a first reading, as reported by iGaming Business.

The House of Lords then took a second reading on December 17 before deciding to push the bill forward to the committee stage.

Online gambling in New Jersey was officially authorized at the end of November last year after an extensive legal process. Only 15 days into 2014, Atlantic City casinos are already hedging their bets on internet gambling revenue.

The casinos tallied their 2013 yearend revenues, which combined accounted for less than $3 billion – the first time in 22 years Atlantic City’s casino sector failed to clear the $3 billion benchmark. The diminishing revenues were directly responsible for claiming the Atlantic Club casino, which filed for bankruptcy last year.

The Atlantic Club, which was one of two casinos that did not go live with an online gambling destination, officially shut its doors on Monday as its assets were sold to two principle rivals – Tropicana Resorts and Caesars Interactive. Caesars took ownership of the Atlantic Club’s land, but has yet to announce what will be done with the land other than stripping away the now vacant casino.

Caesars was also one of two brands to dominate New Jersey’s fledgling online casino market over the first five weeks of operations, along with the Borgata. Caesars is partnered with 888 Casino, one of the world’s most interactive online gambling providers, and generated over $2.4 million since November 26.

The Borgata meanwhile, accumulated $3.7 million in online gambling revenues, with the remaining Atlantic City casinos taking in approximately $2.3 million. The lower return for the remaining casinos was due in part to technical glitches, and other problems that delayed entry into the online gambling market.

Kevin Smith, President of Boyd Gaming – which owns half of the Borgata, says the online casino brought back players who used to be regulars at the physical Borgata casino. Smith says the internet gambling destination is “complementary, not competitive” to business in Atlantic City.

“When matching our online and land-based databases, we found that 60 percent of online casino customers had not been to Borgata in over a year, and over 75 percent had made fewer than two trips to Borgata in the past year.”

New Jersey legalized online gambling primarily to inject new sources of revenue into Atlantic City. With total revenues in 2013 reaching a new low for the casinos, online gambling could be the saving grace necessary to save the New Jersey boardwalk.

Ever since online gaming regulation became a state-by-state issue following the DOJ letter about the Wire Act in 2011, the National Council of Legislators from Gaming States (NCLGS) has become more involved.

Formed in the mid-90′s, NCLGS is neither pro- nor anti-gaming, but rather “is primarily concerned with the proper regulation of the industry.”

In 2012, NCLGS released a strong pro-states manifesto in direct response to the Reid-Kyl federal online poker bill, which would have removed considerable iGaming regulatory authority from individual states.

Most recently, NCLGS has announced that it is partnering with UNLV’s Gaming Research Institute to create a sound interstate iGaming policy framework, for which public input is being solicited until January 31, 2014.

The 2014 NCLGS winter meeting took place in Hollywood, Florida from January 10 through 12. Numerous representatives from gaming states attended, with the subject of online gaming being covered throughout various sessions.

Of significant importance, especially in view of the aforementioned pro-states position taken by NCLGS against federal legislation, was the appearance by American Gaming Association President Geoff Freeman, who delivered the keynote address on the first day of the conference.
Group is heading in a new direction

Since assuming his role as new leader of the AGA, Geoff Freeman has dramatically shifted the Association’s position on Internet gambling, which had historically been one of opposition.

Even in the later years of Freeman predecessor Frank Fahrenkopf Jr’s tenure, the AGA had supported a mild poker-only version of online gaming federal legislation – and one which, as NCLGS itself made clear, was decidedly unpopular among states for its overly broad regulatory intentions.

Freeman opened by making it clear he respects state authority on gaming matters, be they online or offline, not to mention the seniority of those who have been around in gaming for longer than he has.

“You guys know a hell of a lot more about gaming than I do,” said Freeman, who was chief operating officer for the U.S. Travel Association prior to joining the AGA.

“I’m really interested in hearing from you (the states),” he remarked.

Freeman assured attendees that the AGA will not concern itself with lobbying at the state level, but he wishes for the Association to remain involved in a way that can help the industry “tell its story” and “dispute the falsehoods” often attributed to the gaming industry by its detractors.
Freeman doesn’t count out the federal government

While the likelihood of a federal iGaming bill’s success has diminished since the Reid-Kyl days, Freeman hangs on to the belief that the federal government can still participate in the expansion of safe Internet gaming.

For example, a set of “minimum standards” is something Freeman sees the AGA and the federal government being able to help with, along with recommendations for a “streamlining” process that can expedite iGaming licensing applications.

Intrastate regulation of iGaming, Freeman clarifies, would and should be left up to individual state agencies, even in the event of a federal presence.
Unregulated market to be a focus for the AGA going forward

Freeman reiterated his unkindness toward unlicensed operators who are “not playing by the same rules.”

He cited as an example the Internet sweepstakes cafes that had been giving Florida authorities a headache for some time until they were shut down last year by legislative mandate.

Said Freeman:

“This is a heavily regulated and scrutinized industry. But what we found is that there are a lot of folks who want to make a buck off the industry, but they don’t necessarily want to play by the same rules as the industry.

You’re going to see the AGA much more active in squashing those bugs out there who are trying to make a buck but who don’t want to live by the same regulatory standards and don’t want to make the same commitments as states and localities. Those entities that are participating in an unregulated manner are targeted by the American Gaming Association, and you will see us much more active in that space.”

The best way to combat illicit participants such as offshore Internet gaming operators, Freeman argued, is not by prohibition, but through regulation.
AGA does not support Adelson’s position on online gambling

Freeman acknowledged Las Vegas Sands CEO Sheldon Adelson’s zealous efforts to “fix” the Wire Act (ban online gaming nationwide).

According to Freeman:

“The AGA strongly opposes [Adelson's] position. We appreciate Las Vegas Sands’ support of our organization and their membership, but we strongly oppose their approach [to Internet gaming].

We cannot force the Internet back into the bottle. We no longer have to debate about ‘do we want online gaming or do we not want online gaming.’

Online gaming is here. The question is, are we going to regulate online gaming, in a way to protect minors, prevent criminal activity, reap tax revenue and other benefits, or are we going to allow the black market to continue to thrive?”

Asked if he foresaw AGA playing a role in assisting interstate iGaming policy, Freeman had this to say:

“For the foreseeable future, the AGA’s efforts with regard to online gaming are going to be focused on preventing prohibition.

What’s done at the state level, in terms of compacts or whether states have poker-only or all games online, I’ll leave that to other interested parties.

Our organization’s focus is on making sure that states have the ability to move forward. When it comes to compacts or poker-only, none of that will matter anymore if the other side is successful in getting prohibition through Congress.”

The laws of the land are about to change in the United Kingdom regarding online gambling licenses and the taxes collected. The proposed new regulations will require all online gambling companies operating in the United Kingdom’s jurisdiction irrespective of the location of their base of operations will have to obtain a U.K. Gambling Commission license.

The bill was put through the scrutiny of the Committee and surprisingly the 20 amendments put forth by various members of the U.K.’s politicians were struck down without argument. Amendments included the ‘power to extend the horse race betting levy to overseas bookmakers,’ ‘consultation on and implementation of self-exclusion for remote gambling,’ and ‘credit and financial institutions must not accept payments to and from unlicensed remote gambling organizations,’ these were all dismissed by the members of the House of Lords.

Casinoonline.org reports revenue has fallen for casinos, with the sector failing to clear the $3 billion mark for the first time in 22 years.
