It would distribute proceeds among state programs and county and local governments. It would also help The Greenbrier recoup employee benefits costs.
Critics objected to a provision legalizing free-play coupons. Lottery officials say out-of-state competitors already offer them to lure away gamblers.
The Greenbrier filed for bankruptcy last month. Supporters hope the casino option approved by voters last fall will help keep it open.
