JAMES Packer and Macau gambling tycoon Lawrence Ho are teaming up with the Philippines' richest family to develop a $1 billion casino in Manila, the Philippine partner said today.
The Belle casino will form part of a huge gambling development which the government hopes will turn the city into the world's number-two gaming destination ahead of Singapore and Las Vegas, and behind only Macau.
SM Investments Corp, which is controlled by the Henry Sy family, told the Philippine Stock Exchange its affiliate Belle Corp signed an agreement with Melco Crown Entertainment to form a consortium to develop the project.

Betting exchange is where players bet among themselves with the mediation of a company, which receives a commission from the transactions. The provision had been removed in committee but was resubmitted and pushed through by a respectable margin.
The new law also regulates legal betting, providing for a tax on the net betting revenue - after winnings are subtracted. In addition betting shops will pay an additional contribution of 3.0 per cent on net revenue, which will be paid to a gaming board to be set up. The board will then transfer the contribution to the Cyprus Sports Federation, which will allocate 1.5 per cent to the Cyprus Football Association, 0.5 per cent to other sports associations, and 1.0 per cent to special programmes dedicated to fight gambling addiction.
The bill exempts gaming company OPAP – which runs the lottery and other games of chance - because the company operates under a bilateral agreement between Greece – its base – and Cyprus.

We have entered a new phase of legal gambling in South Dakota. This summer, the Flandreau Santee Sioux Tribe is pursuing a casino in Sioux Falls, by openly dangling the promise of millions of dollars for local and state governments.
Details of the deal sought by the tribal government came to light recently when its president, Anthony Reider, met with the Legislature’s interim committee on state-tribal relations.
No mention of the tribe or the topic appeared on the committee’s agenda for the June 27 meeting.
Instead, Reider and Steve Christensen, general manager for the tribe’s Royal River Casino at Flandreau, stepped forward during the committee’s scheduled period for public testimony.
Reider told the legislators how Royal River’s business is down about 40 percent since the new Grand Falls Resort casino opened in Iowa a short drive east of Sioux Falls.
“Right now we’re looking to lose $10 million a year from Sioux Falls, the Sioux Falls area,” he said.
